in the cost of passages to England on leave for the European warders who will be replaced by Indians, the proposed scheme would result in a saving of over $1,300 on six years' working.

I have not adopted the suggestion that Indian Warders should be allowed to retire after attaining the age of 50 years. Such an indulgence would have to be applied to the whole of the Gaol Staff if it were applied to any portion of it. Moreover, I am not convinced of the necessity for the change.

In my opinion Mr. Messer's other proposals will meet the wishes of the Indians and increase the efficiency of the Prison Service as a whole and I propose subject to your approval to put

the scheme into operation at once.
